The African Center for Governance, Asset Recovery and Sustainable Development (African Center), in partnership with the Nigerian Bar Association Anti-Money Laundering Committee (NBA AMLC), is inviting proposals from qualified Monitoring and Evaluation (M&E) Experts and Firms to develop a set of practical M&E, assessment, compliance-monitoring and reporting tools for the NBA AMLC.
The assignment forms part of the second phase of the UK Foreign, Commonwealth and Development Office (FCDO)-funded Anti-Money Laundering, Countering the Financing of Terrorism and Proliferation Financing (AML/CFT/PF) project, which supports the Nigerian legal profession to prevent and mitigate money laundering, terrorist financing and proliferation financing risks.

Why these tools are needed
The NBA AMLC requires standardised tools to consistently assess, monitor, document and report on compliance and intervention results. The tools will help the Committee measure AML/CFT/PF compliance and capacity-building outcomes, track compliance gaps and corrective actions, generate reliable data, and use evidence to inform programme and supervisory decisions.
What the assignment covers
- A review of existing NBA AMLC materials, including the Strategic Action Plan, reports, training records and supervision tools, to identify gaps and duplication.
- Capacity-building assessment tools, including pre- and post-training assessments and participant feedback tools.
- Risk-based supervision and compliance assessment tools for law firms, covering CDD/EDD, beneficial ownership, internal controls and corrective-action follow-up.
- Outcome and compliance tracking tools, together with standardised data collection and reporting templates.
- Data-quality and verification procedures, a user guide, and a practical orientation for designated NBA AMLC members and project personnel.
The tools will be structured for future digital use and possible adaptation to the NBA AML Web Portal. The assignment does not require software development or portal integration.
Who should apply
Applicants should have a minimum of 10 years of relevant experience in M&E, results-based management, programme assessment or compliance monitoring, with demonstrated experience developing M&E frameworks, assessment instruments and practical tools for institutional or regulatory bodies. Experience in governance, rule of law, anti-corruption or AML/CFT/PF programmes is desirable. Firms must provide evidence of legal registration or incorporation.
