Press Release: African Center Partners with The National Judicial Institute to Train Judges on Proceeds of Crime Confiscation and Management

As Nigeria intensifies efforts to combat illicit financial flows and strengthen the integrity of its asset recovery framework, the role of the judiciary has become increasingly central to the effective implementation of the Proceeds of Crime (Recovery and Management) Act, 2022 (POCA). In response to this evolving legal and institutional landscape, the African Center for Governance, Asset Recovery and Sustainable Development, in collaboration with the National Judicial Institute (NJI), the Federal Ministry of Justice (FMOJ), and the African Network for Environment and Economic Justice (ANEEJ), is set to convene a high-level judicial training titled: “Training for the Judiciary on the Confiscation and Management of Confiscated Assets under the Proceeds of Crime (Recovery and Management) Act, 2022 (POCA).”

The two-day programme will take place from 26–27 January 2026 at the National Judicial Institute (NJI) Complex, Abuja.

The training, which is supported by the UK Foreign, Commonwealth and Development Office (UK-FCDO) under the project “Tackling Illicit Financial Flows through Asset Recovery and Management and Countering Money Laundering, Terrorism Financing and Proliferation Financing in Nigeria,” is designed to strengthen the capacity of judges across Nigeria to effectively interpret, apply, and uphold the provisions of the Proceeds of Crime (Recovery and Management) Act, 2022; Nigeria’s landmark legislation that establishes a unified legal framework for asset confiscation, management, and recovery.

The POCA 2022 significantly expands the role of the judiciary in asset recovery proceedings, making courts central actors in issuing preservation, restraint, forfeiture, and confiscation orders. However, the successful implementation of this law requires a deep understanding of its procedural and substantive provisions, including safeguards for due process, protection of property rights, and adherence to constitutional principles.

Participants will include Justices of the Supreme Court, the Court of Appeal, the Federal High Court, and the State High Courts, alongside relevant institutional stakeholders. The programme will feature expert-led sessions, peer learning, practical case simulations, and interactive discussions aimed at promoting consistency, fairness, and efficiency in the adjudication of asset recovery cases.

By strengthening judicial capacity, the programme seeks to enhance Nigeria’s compliance with international best practices, improve confidence in the justice system, and reinforce the country’s commitment to transparency, accountability, and the rule of law.
