New Opportunity: Strengthening AML/CFT Compliance for Nigerian Law Firms

The African Center for Governance, Asset Recovery and Sustainable Development (African Center) is seeking a qualified consultant to lead a critical initiative in Nigeria’s legal and financial sectors. This Request for Proposals (RFP) focuses on developing a specialized AML/CFT Compliance Manual and Practical Guidance for law firms operating as Trust and Company Service Providers (TCSPs).

Why This Initiative Matters

In Nigeria, law firms providing TCSP services are classified as Designated Non-Financial Businesses and Professions (DNFBPs). While these firms provide essential corporate services, they are vulnerable to exploitation for money laundering and terrorism financing. Recent risk assessments have highlighted a significant gap: many firms lack the standardized, practical tools needed to meet their legal obligations under the Money Laundering (Prevention and Prohibition) Act 2022 and international FATF standards.

Key Objectives & Scope

The selected consultant will be responsible for:

  • Creating a Sector-Specific Manual: Developing a user-friendly guide aligned with Nigerian law and international best practices.
  • Practical Tools: Designing templates, checklists, and workflows for Know Your Customer (KYC), due diligence, and beneficial ownership transparency.
  • Policy Recommendations: Generating insights to inform future training and supervisory engagement for the legal sector.

Consultant Requirements

The African Center is looking for experts with:

  • At least 5 years of experience in governance, law, or finance consulting.
  • Proven expertise in AML/CFT compliance frameworks and technical writing.
  • Deep familiarity with Nigeria’s legal architecture and FATF standards.

Project Timeline

This is a high-impact, fast-tracked assignment with a 4-week duration from contract signing. Deliverables include an Inception Report (Week 1), a Draft Manual (Week 2), and a Final Report with summary presentation slides (Week 4).
